# Job Summary:
In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
# Major Responsibilities:
+ Oversees the preparation of bid request packages, addenda, and other bid cycle correspondence to ensure proper format, content and project requirements are met
+ Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority
+ Ensures all commitments made by subordinate personnel are accurately presented and follow established approval and signing authorities contained in company policies and procedures
+ Reviews and recommends bid selections that require higher approval authority
+ Executes commitments within delegated signing authority
+ Communicates with Engineering and Construction supervision to assist, guide and plan the processing of service requisitions for all project contracts
+ Develops project contracts operating procedures for review by designated supervisor and inclusion into the project contract procedures
+ Oversees the development, monitoring, and maintenance of project master contracts forms, including legal and commercial terms and conditions to be included in the project contracts documents
+ Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of contracts when such action is agreed as necessary by the designated supervisor
+ Oversees contracts operations in the project, field and support offices to ensure compliance with project requirements

**Role Title:** Commercial Officer Role Description: Based out of Air Warfare Systems Program Office (AWSPO), this position will work under limited direction to perform and achieve moderately complex operations, administrative and commercial tasks within an integrated workforce. They will liaise with stakeholders of all levels, building good working relationships and providing a point of contact for all commercial enquiries.
Working within a greater commercial team and matrixed organisation, this position will support the following key deliverables:
- Contract development activities in accordance with the Capability Acquisition Sustainment (CASG) Business Management System and Commercial Policy are delivered and within schedule;
- Leading and supporting commercial elements of the capability lifecycle, including procurement planning, tendering and contract formation, contract management and closure of contracts ensuring compliance with legislation, procurement policies, processes and procedures across all contract development and management activities;
- Collaborating with other CASG entities such as Materiel Procurement Branch (MPB), Financial Investigative Services (FIS) / Commercial and Financial Analysis (CFA) / Defence Finance Group (DFG) and Defence Legal;

We are seeking a highly skilled Commercial Specialist to join our team in supporting the commercial function by performing routine activities and providing accurate, timely and relevant information. Coordinates with related areas including operations, finance and project controls. Contributes to negotiations of key subcontracts and purchase orders, including appropriate flow downs, other risk, and compensation provisions from the prime contract.
The Commercial and Procurement Manager will provide support to sustainment activities within the SPO providing oversight of all commercial aspects of contracts and agreements. Specifically, they will participate in the fulfilment of all contract requirements, interface with internal business areas to ensure and assure contract compliance. Under general direction of they will use their specialised knowledge and skills to solve complex and unique problems. The Commercial Specialist will be responsible for evaluating and managing project commercial risks, ensuring the project's finance, insurance, controls, estimating, compliance and procurement activities are in line with Commonwealth policy.
Scope & Responsibilities
+ Support the development of tender and conduct response evaluation in accordance with AUSDEFCON suite requirements
+ Assists with the commercial and procurement functions in the sustainment areas.
+ Assists with planning, organising and developing all procurement documentation required for projects, and obtains relevant internal approvals.
+ Maintain a safe and healthy work environment.
+ Manage the contractual, procurement and financial activities and relationships including, but not limited to:
+ Manage sustainment procurement activities through Direct Commercial Sales and Foreign Military Sales methods.
+ Assist with commercial risk, opportunity and issues management.
+ Assist with export controls and international trafficking in arms regulations (ITAR) advice, management and compliance.
+ Manage Intellectual Property and Technical Data in accordance with the Approved plans (as applicable and appropriate).

Qualifications & Experience
+ Have a minimum of five years' experience in a similar role.

+ Experience in Defence procurement.

The Opportunity
We are looking to appoint a Commercial Director to lead our commercial and Bid teams nationally from pre award through post award project execution phases. The role will be part of our Senior Leadership Team and report into the Vice President for KBR in Australia. We have flexibility for the role to be based from any of our capital offices.
The role overseas the commercial team in the following areas:
+ Providing strategic advice to clients and partners.
+ Managing contractual relationships with clients, partners, and subcontractors by minimizing contractual risks and optimizing commercial opportunities to maximize KBR's profit.
+ Providing subject matter expertise in proposals and bids
+ Review client tender documentation, working with legal to evaluate departures, commercial modelling, risk assessment, and assistance with the completion of internal approval processes.
+ Head contract compliance, management, and administration.
+ Partnering commercial management e.g., joint ventures, alliances, consortia.
+ Project procurement and subcontract management
+ Sharing lessons and insights to ensure the entire life cycle of contractual and commercial risks and opportunities are managed appropriately.

We are currently looking for a Baseline or higher security cleared Commercial Officer to join our team on a permanent basis. This role will see you take on a variety of commercial and contract related tasks as well as support to project teams in the Maritime domain.
