Who You Are
KBR is in search of a skilled Project Construction Manager to lead construction projects and Task Orders (TO) to recapitalize, complete major repairs, new construction, and augment the existing infrastructure in addition to the required Operations and Maintenance (O&M) of our government customer's sites. You will manage a team of specialists, focusing on operational effectiveness, maintenance, safety, and environmental compliance. The ideal candidate will demonstrate strong communication skills, analytical acumen, an eye for detail, and a proven ability to make decisions and adhere to strict deadlines.
This is a 24x7 operation which requires provision of on-call support. Your role transcends conventional limits, placing a premium on the solid availability of essential services. It's imperative that these projects and TOs comply with all US Government and Host Nation applicable codes, standards and regulations. Your vigilant oversight and proactive strategies are the cornerstones of our commitment to delivering stellar customer service.
This role will be located in Alice Springs, Australia at a 4,400-acre facility with approximately 687,000 square feet of mission and support space. The Project Construction Manager will be expected to travel between our facilities in Alice Springs and local area. This position is expected to be onsite 100%.
What You'll Do
In the role of Project Construction Manager, your duties will include:
+ Direct the facilities' construction and maintenance at each site including but not limited to: job site document control and distribution of drawings, specifications, and all other technical documents
+ Directs project construction planning, safety, cost control, and scheduling activities
+ Interpret drawings and implement specifications for job site queries
+ Resolves job site technical issues encountered during execution of construction projects
+ Formulating and enforcing operational and construction standards that support company objectives, contractual requirements and comply with regulatory and environmental standards
+ Hiring, training, and leading a competent workforce to be versatile and technically savvy
+ Keeping a close watch on contractual obligations and staying informed of any regulatory changes that impact facility operations
+ Orchestrating activities to align with the overarching contract requirements and to ensure smooth site operations
+ Provide technical support to site operations, guaranteeing the continuity of critical infrastructure operations, with a commitment to reliability for around-the-clock mission support
+ Communicating effectively with diverse teams, responding to questions, and solving a range of operational issues
Requirements

+ Proficient knowledge and experience in the use of project management concepts to manage items including, but not limited to project schedule, scope, cost, risk, and deliverables and related metrics
+ Demonstrated supervisory experience with excellent organizational and leadership capabilities
+ Knowledge of U.S. government exercise or crisis management communities and experience planning, coordinating, and executing support to special events

About the Role
- Manage relationships to ensure effective communication and outcomes between all stakeholders.
- Take responsibility for overall project management. Where in-house resources are required, liaise with the respective managers to manage this aspect. Manage within project budgets and allocated time frames, including risk allowance

- Be prepared to act as KT’s representative in formal contracts, i.e. act as the Principal’s Representative (as required).
- Support KT’s planning approvals team with site specific information where requested to enable the timely submission of development applications etc.
- Assist with preparation of design briefs / scope-of-work definitions for the purpose of tendering when required.
- Assist with establishment of asset management programs for completed projects including reporting requirements and preventative maintenance programs.
- From time to time, assist the Resort Maintenance Manager with maintenance efforts as your primary role workload may permit and as approved by your manager.
About You
- Previous experience in Construction Project Management including the ability to drive cost effective construction solutions.
- Previous experience navigating DA, CC & OC planning requirements.
- Ability to monitor budgets, construction scheduling and provide reporting
- Have excellent communication skills and proficiency in Microsoft Office Suite.
- Commitment to safety, quality and environmental compliance.
- Hold a white card and valid driver’s license.

The Construction Supervisor will ensure the new civil works and treatment plants meet the required delivery outcomes and customer service level by supporting optimal construction delivery with regards to time, quality and cost through promotion of efficiency and innovation, safety and environmental best practice, including resource leadership, direction and capacity building.
Based out of SA Water House and travelling to sites when needed, this role includes providing technical advice and guidance to the construction and project team on enabling works requirements, civil works, mechanical & electrical works and commissioning/handover process.
Further to this, the Construction Supervisor is responsible for the following;
+ Ensuring all quality requirements of the project are carried out by the contractor in accordance with the technical specification and relevant technical Australian standards and guidelines.

As a Pre-Construction Cost Planner, you will be responsible for developing the cost plan from feasibility to early design stage and support Pre-Construction Managers to establish the accurate budget for upcoming Data Center projects. You will own the development the Amazon specific rate library, create cost database and benchmarking tool for projects across countries in the Asia Pacific region. You will be the key person in developing the BIM model estimating system to increase the estimating efficiency and accuracy. You will lead the effort to reverse-engineer unit prices at both high-level and detailed levels, broken down by trade and major categories, drive the value engineering conversations.
In addition, you will support complex, cross-functional initiatives and programs, ensuring alignment with strategic goals and delivering impactful results. This will involve close collaboration with Preconstruction Managers, Construction Managers, as well as teams from Real Estate, Design Engineering, Due Diligence, Procurement, and other key partners. This role demands a proactive leader with exceptional organizational skills, a deep understanding of construction costs in industry, and the ability to manage competing priorities in a fast-paced environment.
Key job responsibilities
- Take the ownership of the developing the cost planning and estimating system for the preconstruction stage.
- Take ownership of construction cost data from various sources to support future budget development and benchmarking.
- Review, validate, and standardize construction cost data by building types and attributes, ensuring it's ready for efficient budget development.
- Analyze cost data to develop unit prices and Amazon specific rate library based on take-offs, historical costs and market data.
- Research and analyze construction cost trends through published sources, local market conditions, and studies to forecast construction costs for medium- and long-term planning.
- Support complex, cross-functional initiatives and programs by assessing cost impacts. Collaborate with Preconstruction Managers, Construction Managers, and teams from Real Estate, Design Engineering, Due Diligence, Procurement, and external partners
- Create and maintain budget development tools that incorporate recent bid data, historical costs, and design changes/updates. Lead continuous improvement efforts focused on enhancing budget accuracy.
- Bid assessment and completion in line with Amazon global requirements and best practices to achieve competitive market outcomes.
- Develop and maintain Asia Pacific wide operational planning cycles for accurate forecasting and regional planning.
- Manage external cost vendors when required to drive value and operational excellence and best practice, while developing key industry relationships.
- Provide guidance and ongoing training to internal teams on how to use the cost database and budget development tools.
- Collect and evaluate lessons learned from recent project bids and costs, sharing insights to refine budget development tools.
- Track, document, and report on budget accuracy metrics to internal stakeholders and management, ensuring lessons learned are shared and applied to future projects.
- Collaborate with external general contractors and key partners to share trends and cost impacts with the internal team.

Basic Qualifications
- Bachelor's Degree in Construction Management, Quantity Surveying, Civil Engineering, Engineering, or 7+ years of relevant experience within industry.
- Experience in End-to-End Cost Planning and Cost Management from feasibility, concept, budget, tender, cost control and final account for ground-up commercial construction projects.
- Proven track record of creating and releasing high-quality, consistent documentation for processes, standards, and procedures.
- Proficiency in MS applications, Cost-X, Cubit and BIM integration for developing and maintaining estimating and cost planning, budget development tools and templates.
Preferred Qualifications
- 10+ years' experience as a AIQS Credited Quantity Surveyor for government, major developer, general contractors or cost consultancy, specializing in cost planning, cost estimating modelling, value engineering in early design stage and tender evaluation.
- Experience collaborating effectively with various stakeholders across large organizations.
- Direct experience in the design, construction, or management of data centers, critical infrastructure, or large-scale commercial projects.
- Experience in developing and presenting business case analyses or budgets to senior leadership, including driving continuous improvement methodologies and practices.
