Field Engineer

Under the L3Harris Communications Australia Global Field Services Team, the Specialist Field Engineer will work within the existing Mature Support Contract to the Commonwealth of Australia. This team is responsible for supporting the contract requirements for the provision of:
· training design, delivery and evaluation,
· maintenance support,
· software upgrade services,
· engineering support services,
· equipment installation services,
· equipment operation and support services, and
· planning and advice support.
The Specialist Field Engineer will be required to work as part of a team or as an individual to engage with the Commonwealth of Australian product end users and L3Harris Engineers, Sales Specialists, Program Managers and Account Managers. Based in Melbourne, Australia, with extensive domestic travel.
Responsibilities:
+ Provide field and office based technical support of RF Communications tactical radio equipment in the HF, VHF, UHF and SHF RF spectrum.
+ Provide guidance and training to customers in establishing operation, maintenance and inspection procedures and techniques.
+ Provide effective solutions and operational quality of system equipment .
+ Provides pre-sales or post-sale technical support of company products and systems.
+ Provide, present and interpret design, application and service information to sales staff and customers.
+ Support the design of minor systems to satisfy customer needs.
+ Assess and analyzes technical application of company products and competing equipment to meet customer needs.
+ Conduct the install, configure, operate, maintain, repair or modify customer equipment or software.
+ Analyze and troubleshoots equipment failures to determine cause and recommends and/or performs corrective action .
Qualifications and Skills:
+ Certificate IV in Training and Assessment (TAE) or equivalent.
+ Military Communications experience essential.
+ Field engineering experience with tactical radio equipment including training, operation, fault finding and basic maintenance of military communications equipment.
+ Bachelor's Degree and prior relevant experience.
+ In lieu of a degree, extensive related experience.
+ Proven written and oral communication skills to provide reports and briefings to the customer.
Position Requirements:
+ Ability to be granted access to Commonwealth of Australia Defence facilities.
+ This position may require the ability to work independently over extended periods at isolated locations.
+ Experience in the operation and configuration of military tactical communication systems.

The Opportunity:
L3Harris Communications Australia (L3HCA) Public Safety and Professional Communications Division (PSPC) Field Technician is responsible for providing quality technical outcomes across a growing PSPC customer base in Australasia.

# Project Overview:
Bechtel has been engaged to provide EPCM services to replace three (3) existing bucketwheel reclaimers at Rio Tinto's Parker Point facility at Dampier in northwest Australia. The Project includes the design, procurement, installation, and commissioning of the new bucketwheel reclaimers as well as design and construction of associated off-board scope, including earthworks, marine infrastructure, structural works and electrical upgrades to support the installation and operation of the new reclaimers. An opportunity exists within the Bechtel project team for an Electrical Field Engineer to oversee the E&I aspects of the site works.
# Job Summary:
In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. As the Electrical Field Engineer, you will provide leadership on Electrical & Instrumentation construction engineering work for the Project.
# Major Responsibilities:
+ Acting as point of contact for coordination and resolution of technical issues related to E&I contractors on site.
+ Developing / reviewing work packages in support of the construction schedule.
+ Prepares construction drawings and sketches.
+ Initiates requisitions for field purchases
+ Prepares quantity takeoffs of field purchased material and equipment.
+ Verifies installed commodities in the field and inputs in the Project quantity tracking system.
+ Ensures zero accident philosophy and requirements are implemented and adhered to, and tools and equipment are in safe condition and operated safely.
+ Develops firm understanding of system and area scoping.
+ Reviews and approves inspection test plans.
+ Coordinates reviews of subcontractor submittals.
+ Verifies installations against relevant standards, specifications and design drawings.
+ Trouble-shooting the design and resolving issues with engineering and/or fabricator using formal field documentation processes.
+ Leads preparation of construction drawings and the design of temporary construction facilities and ensures preparation and review of "as built" drawings.
+ Completes system walk-downs, deficiency tracking, and close-out in support of the Project turnover works.
+ Functions as the lead discipline E&I field engineer, coordinating related discipline activities and interfacing with other areas/disciplines on the jobsite.
**Education and Experience Requirement** s:
+ Required bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
# Required Knowledge, Skills, and Abilities:
+ Knowledge of electrical and/or instrumentation engineering and construction methods customarily acquired over time through specialized instruction or practical experience
+ Good knowledge in MS Word, Excel, PowerPoint, and other common applications used in the construction industry.
+ Ability to problem-solve in high pressure situations.
+ Demonstrated skills in oral and written communication.

# Project Overview:
Pluto Train 2 is the expansion of a second LNG train at the existing Pluto LNG onshore facility near Karratha in Western Australia run by Woodside Energy. Pluto Train 2 will process Scarborough gas and have an LNG capacity of ~5 million tonnes per annum. As part of the construction of Pluto Train 2, additional domestic gas infrastructure will be installed to increase capacity to ~225 Terajoules per day. Woodside Energy has selected Bechtel to deliver the Engineering, Procurement, Construction and Commissioning scope of work for Pluto Train 2. Woodside Energy is Australia's leading natural gas producer, and Bechtel is excited to be working with this key customer to help meet the increasing global demand for LNG as a transitional energy source.
# Job Summary:

The primary responsibilities of this role are Telecommunications type systems Telecommunications LAN & WAN & Telephony, Plant Radio systems, CCTV, Access Control, General Alarm systems, associated fibre optic and copper-based structured cabling, coaxial cabling systems, etc. You will also need to provide support to the wider electrical field engineering team, as and when required, providing coverage during R&Rs.
# Major Responsibilities:
+ Prepares construction drawings and sketches.
+ Leads preparation of construction drawings and schedules and the design of temporary construction facilities and ensures preparation of "as built" drawings and other job plans.
+ Prepare, review, and approve work packages. Implement Bechtel's SWPPs, project specifications and procedures, applicable codes, and drawings to ensure that construction installation requirements are met.
+ Perform in progress and final quality and completeness inspections of Electrical and Telecommunications installation.
+ Develop punch lists and monitor completion of punch items.
+ Prepare and disposition Request for Information (RFI's), Field Change Documents (FCD's) and Non-Conformance Reports (NCRs). Collaborate with design engineering through to final disposition.
+ Coordinate with engineering to resolve E&I design and constructability issues. Resolve and close out of vendor and Modyard carryover works, NCRs and necessary documentations.
+ Provide technical assistance to superintendents, supervisors, and craft professionals. Material Management Initiates requisitions for field purchases.
+ Prepares quantity takeoffs of field purchased material and equipment. Reviews material receiving reports and performs material receiving inspections.
+ Quantities Verifies commodities on quantity tracking systems or other computer database systems as required.
+ Reporting on daily and weekly installed quantities to Project Controls. Safety / Quality Control Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.
+ Perform quality control inspections and manage associated Inspection and Test Records (ITRs). Ensure completed work packages and ITRs are submitted to Turnover.
+ Technical Proactively considers continuous learning or shows interest to pursue appropriate learning activities
# Education and Experience Requirements:
+ Bachelor's degree in electrical engineering.
+ Requires 8 to 10 years of relevant work experience as a Telecommunications Specialist.
+ Working knowledge and experience of related Telecomms systems standards and regulations IEEE802 family of communications standards, IEC Telecommunications standards, AS/NZS standards, AS/ACIF S008 & S009.
# Required Knowledge, Skills, and Abilities:
+ Oil & Gas or LNG Project construction experience assigned as a Telecoms Field Engineer Direct Hire
+ Experience, preferably in a lump-sum environment.
+ Understanding of applicable Bechtel work processes including Standard Work Process Procedures.
+ Familiarity with Bechtel Standard Applications (BSAPs), including Setroute, TEAMWorks, Aconex, DSCS, and Unifier.
+ Understanding of Electrical Equipment Hazardous Areas (EEHA) and related Australian Standards.
+ Excellent problem-solving ability.

Candidate must be able to use standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. respirator, harness, life vest, hearing protection, etc.).
