We are looking for a Head of Non-Financial Risk with a remit of Operational Risk & Compliance, to join our Group Risk & Compliance function.

Reporting to the Chief Risk Officer, the Head of Non-Financial Risk is accountable for ensuring the effective governance and management of all material non-financial risk classes. As part of the Group Risk & Compliance Leadership team, the Head of Non-Financial Risk supports the development of the Risk function’s vision and strategy and works to foster a culture of strong employee engagement, optimised productivity, efficiency, client/customer service, employee retention and a proactive risk culture.

You’ll also make an impact by: 

  • Leading and developing a team of subject matter experts to provide oversight, advisory and assurance activities in line with risk and compliance frameworks to ensure the effective identification and management of material risks to ensure the prudent and sound management of the organisation.

  • Drive the development of Compliance policies and frameworks and work closely with the Head of Enterprise Risk Strategy and Regulatory Affairs and Risk Stewards (Fraud and Scams, Service Provider Risk, Business Continuity, Tech, Data and Cyber) to provide input into the strategic development, implementation and ongoing delivery of Cuscal’s Non-Financial Risk Management Strategies and associated frameworks, and with Line 1 Material Risk Class Stewards.

  • Providing independent and objective review and challenge of:

    • the consistent and effective implementation of the operational risk management and compliance framework throughout the organisation.

    • the data and information captured as part of the risk management framework which are used in the decision-making processes within the business, in particular the completeness and appropriateness of the risk identification and analysis, ongoing effectiveness of risk controls, and prioritisation and management of action plans; and

    • oversight of the level of risk in the institution and its relationship to the risk appetite, and any necessary reporting and escalation to the Board or its committees.

  • Providing effective challenge as part of participation in the decision-making process, ensuring that material decisions are risk based, and risk frameworks support effective decision making.

What you’ll bring 

You’re a strategic thinker with an inquisitive nature; you have excellent communications skills and a passion for risk. You thrive in a fast-paced environment and are driven to contribute to a dynamic team. 

To succeed in this role, you’ll have the following experience:

  • Tertiary qualification in a related discipline (e.g., finance, commerce, business, audit)

  • Demonstrated experience in operational risk and compliance roles, in the financial services sector, including the design and implementation of effective risk and compliance management frameworks, and a sound knowledge of APRA prudential standards.

  • Demonstrated experience in building risk maturity and capability across the first and second lines of defence and experience/exposure to better industry practice as it relates to non-financial risk transformation

  • Strong change management, project management and time management skills with the ability to manage projects from initiation through to completion across multiple projects whilst meeting deadlines and managing a high-volume workload of often-changing priorities.

  • Strong inter-personal and communication skills with the ability to build effective workplace relationships.

  • Ability to work with a high degree of autonomy and be able to demonstrate sound judgment.

  • Detailed knowledge and experience in the regulatory framework governing Cuscal or capacity to promptly familiarise with same.

  • Demonstrated capability to develop team vision, execution plan and building team culture based on a foundation of trust.

  • Strong project management skills including the ability to effectively deploy resources and manage multiple projects or various scope and diversity.

  • Demonstrated capability to lead and manage change.

The Financial Crime Compliance team (FCC) is a combined Risk function designed to support, build and enhance sustainable and effective financial crime capability and operations within the Bank, to ensure compliance and effective risk management.

FCC Risk Assessments will comprise a group of full time risk professionals tasked with undertaking detailed review and challenge of risk assessment items coming to FCC.

Do work that matters:

Reporting to the Senior Manager FCC Risk Assessments, this role will be responsible for managing FCC risk assessments for the CBA group. The FCC Risk Assessments team will review and challenge all risk assessments on new and existing Products and Channels, annual reviews of RCSA and CSA and oversee and manage the EWRA.

Additionally, this role will support in ensuring all policy and related documentation concerning the assessment methodology meets relevant Australian, CBA and regulatory standards and expectations.

On any given day, you will

  • Assist the Business and Group support functions to complete financial crime related Risk Assessments.

  • Assist in the development of reporting and a management tool for Risk Assessments.

  • Assist in the delivery of CBA’s major Financial Crime risk assessment tasks including Product, Technology and Channel Risk Assessment and Enterprise Wide Risk Assessment (EWRA ).

  • Assist in the identification and uplift of controls for financial crime across the Group.

  • Oversee the FCC control environment ensuring appropriate design and operating effectiveness aligned to the RCSA , CSA and EWRA risk methodology thresholds.

  • Assist in the development and managing of the Risk Steward Guides (RSGs ) across AML/CTF, AB&C, Sanctions and Anti-Tax Evasion.

We are interested in hearing from people who have

  • Experience in a risk and compliance role

  • Strong understanding and application of operational risk and compliance frameworks.

  • Understanding of the financial crime regulatory environment, obligations and controls.

  • Excellent co-ordination and stakeholder management skills with proven experience to influence senior stakeholders.

What You'll DoIn the role of Systems Engineer: Risk Manager, your duties will include:
+ Lead risk assessments and develop risk management plans for systems and projects across various domains.
+ Identify potential risks, threats, and vulnerabilities within system designs and operations.
+ Collaborate with engineering teams to create and implement risk mitigation strategies and solutions.
+ Conduct regular risk reviews and ensure compliance with safety, security, and regulatory standards.
+ Use data analysis tools to evaluate system performance and identify areas for improvement.
+ Communicate risk assessments and mitigation plans to stakeholders and senior leadership.
+ Assist in the development of system architectures and designs with a focus on minimizing risks.
+ Support the creation of contingency plans and disaster recovery procedures to address critical system failures.
+ Stay up to date with industry best practices, standards, and regulatory requirements related to risk management.
Requirements:
+ Must be a US or Australian citizen
+ Must Possess an active US Top Secret/SCI w/ Polygraph or AUS PV Clearance.
+ Bachelor's degree in Systems Engineering, Risk Management, or a related field.
+ Must have 7 years of related experience supporting large systems and sub-systems.
+ Experience in Model Based Systems Engineering (MBSE)
+ Proven experience in systems engineering and risk management.
+ Strong understanding of risk analysis tools and techniques.
+ Expertise in system architecture and lifecycle management.
+ Ability to assess and mitigate technical, operational, and financial risks.
+ Excellent communication and interpersonal skills, with the ability to present technical information to non-technical stakeholders.
+ Detail-oriented with strong analytical and problem-solving skills.
+ Ability to work collaboratively with cross-functional teams and senior leadership.
This role will be located in Alice Springs. This position is expected to be onsite 100%.
