Overview
Mastercard's Global Regulatory Team is looking for a Regulatory Compliance professional to play an important role in its Regulatory team and function in Australasia. This role will involve work covering the Australasia region including providing regulatory compliance support for various business units and functions and compliance with applicable regulations. This role will report to the Director, Regulatory Compliance Asia-Pacific Lead.
The role includes focus on, providing support for regulatory compliance projects and supporting regulatory requests or engagements with the relevant regulatory authorities. Key to the role would be to support various regulatory compliance process implementation initiatives as it pertains to Mastercard, communicate the requirements to management, business and functional stakeholders, and guide the organization forward on regulatory compliance obligations and requirements.
Essential responsibilities in this role include:
1. Provide key regulatory compliance support for the core Mastercard business in the Australasia region in co-ordination with the regional team
2. Strengthen the regulatory compliance infrastructure to support markets, local initiatives and product and service offerings and that appropriate compliance processes and controls are developed, documented and implemented.
3. Produce and maintain relevant regulatory compliance policies and departmental procedures.
4. Review and assess new business projects and design of regulatory compliance controls to ensure adherence to company policy and procedures; delivery appropriate solutions to ensure robust and appropriate controls are implemented.
5. Ensure that all reporting obligations are successfully completed within required timelines accurately.
6. Preparation of submissions and returns to the regulators (i.e. Regulatory Reporting Obligations) ensuring accuracy and completeness and submission in line with required deadlines.
7. Providing support to the broader regulatory team in monitoring global incidents and ensuring adherence to a 'follow-the-sun' model to maintain continuous, round-the-clock coverage.
8. Produce regular MI for management and other internal stakeholders.
9. Act as a SME for regulatory compliance queries from business areas.
10. Providing ongoing support and engaging regularly with multiple functions, including the First Line of Defense, Legal, Global and Regional Regulatory teams, as well as broader business units.
11. Supporting with process driven and regulatory compliance related matters such as incident reporting.
12. Supporting relevant cross-functional initiatives on behalf of Regulatory as required.
13. Being a member of Mastercard' regulatory team and contributing to the broader activity of the Regulatory Team.
All About You
- Experience of regulatory compliance in a financial services or payments organization in Australia is important.
- Experience of regional organizations and a track record that includes operating effectively within a diverse multicultural organization with the highest standards of personal integrity.
- Excellent written and oral communication skills in English.
- Must demonstrate a proactive, time sensitive, results driven approach in carrying out all responsibilities.
- Experience executing compliance programs, including design, implementation and oversight of controls.
- Self-starter who is flexible and able to work in a matrixed environment.
- Strong business acumen and solutions orientated.
- Risk management and internal controls focused.
- Ability to juggle competing demands and adapt to evolving priorities a must.
- Attention to detail is critical

We are looking for independent, passionate, and deeply experienced professionals in the Security, Compliance and Assurance domain to provide depth in assisting our partners, customers and their stakeholders to understand and address their security, regulatory and compliance requirements in moving their sensitive workloads and heavily regulated data into the cloud.
This candidate should be a technically experienced and innovative security/compliance professional who has the ability to handle a wide range of regulatory and government security and privacy requirements and can translate those requirements into applications for cloud computing.
This position will have high visibility at the most senior levels of government agencies, financial institutions, and AWS including frequent interaction with Regulators, CISOs, CTOs, their staffs, and AWS senior leadership to ensure compliance with global AWS standards, practices and policies.
This role, as part of the AWS Compliance & Security Assurance team in Australia, requires the ability to develop long-term projects and define processes and methods to ensure execution and productivity across multiple internal and external stakeholders, including customers and regulatory agencies.
Key job responsibilities
Serve as an expert to AWS, customers, auditors, and regulators on regional and domestic regulations on security, critical infrastructure, cybersecurity, technology, outsourcing and operational resilience in the industry.
Anticipate new or potential laws and regulations for potential impact to AWS and our customers and develop appropriate mitigation and implementation approaches. Escalate and manage escalations as necessary.
Develop and execute long-term security and compliance projects and initiatives, which may have broad scope and complexity, for AWS and AWS' regulated customers.
Innovate to develop mechanisms that continuously improve the customer experience of security assurance;
Performing compliance impact and market assessments of emerging compliance programs;
Develop thought leadership material on cloud and emerging technologies for regulators, internal teams and customers.
Tracking and reporting on changes to security controls and requirements standards across the region;
Manage tight deadlines and drive for results, while being extremely detail orientated
Prepare project plans and track projects through fruition.
Support metrics, implement data collections mechanisms, analyze data and make recommendations

Basic Qualifications
· 10+ years experience in regulatory compliance, banking or non-banking supervision and examination, or government agencies involved in cybersecurity management and/or operations.
· A track record of experience in work related to security assurance, such as cybersecurity, audit or security architecture
· Experience in Program design and management
· Advanced degree in related area of study (Computer Science, Engineering, Cyber Security, IT Security Management).
· Familiarity with cloud computing, technology risks, security and outsourcing.
Preferred Qualifications
· Experience working on governance, risk and compliance programs that involve direct engagement with regulators
· Demonstrated technical acumen in software engineering, security engineering, or cloud architecture, as well as experience leveraging AI to improve productivity.
· Experience working with or consulting on cloud migrations with a security risk assessment or architectural focus
· Experience working with sensitive or classified systems of government.
· Demonstrated understanding of privacy, security and resilience requirements across regulated sectors of government, financial services and national critical infrastructure.

Project Kuiper is an initiative to increase global broadband access through a constellation of 3,236 satellites in low Earth orbit (LEO). Its mission is to bring fast, affordable broadband to unserved and underserved communities around the world. Project Kuiper will help close the digital divide by delivering fast, affordable broadband to a wide range of customers, including consumers, businesses, government agencies, and other organizations operating in places without reliable connectivity.
The Regulatory Communications Specialist - APAC will be the external point of contact for Project Kuiper's service compliance obligation deliverables in front of Asia Pacific telecommunications regulators. This role will use their specific knowledge of communications regulation to advance Kuiper's policy interests by coordinating complex compliance filings, maintaining effective lines-of-communication with relevant regulatory bodies and developing mechanisms to ensure scalability.
This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government. As such, the successful candidate must be eligible to obtain any necessary export licenses or approvals based on their nationality, citizenship, and any other factors considered by the applicable export control regulations.
Key job responsibilities
* Interface directly with APAC Regulators to drive Kuiper Compliance strategy and perform advocacy consistent with Kuiper's policy priorities
* Develop and optimize mechanisms to ensure accurate and timely filing of complex communications service provider compliance filings
* Align with Compliance, Legal, Regulatory, Public Policy and Global Expansions on strategy for Communications Service Provider compliance matters
* Drive timely and accurate compliance filings related to the regulatory obligations that arise as a result of Project Kuiper's status as a communications service provider (e.g., revenue reporting, subscribership reports, outage reporting, customer complaints)
* Coordinate across Kuiper entities, and across Amazon addressing the unique nature of Kuiper operating as a global Communications Service Provider
Basic Qualifications
* Experience performing regulatory advocacy to support complex compliance requirements
* Experience supporting the Telecommunications/Satellite industry or other highly regulated industries on compliance matters
Preferred Qualifications
* Direct knowledge of APAC communications regulatory frameworks highly preferred
* Excellent ability to build strong relationships with internal and external clients
* Experience working directly with regulators on communications compliance obligations
* Experience translating complex compliance requirements into operational processes
* Second APAC language skills highly preferred
