About the Opportunity
KBR is very well positioned, amongst a breadth of other existing and upcoming projects, to support the Department of Defence to deliver on the Nuclear Submarine Infrastructure pipeline.
During this exciting growth period, we have an opportunity for Principal Civil Engineers to join our team. The ideal candidate will have extensive experience delivering a wide range of civil infrastructure projects and will be familiar, in particular, with civil engineering design for building civil works, defence, and civil infrastructure projects.
Working within the Civil Engineering discipline group, you will provide civil engineering services to the Defence, Water, Transport, and Buildings markets. delivering projects including civil infrastructure, roads, rail, buildings civil, water infrastructure, and land developments.
As the Principal Civil Engineer, you will have a variety of responsibilities such as leading and overseeing engineering design, preparing engineering calculations, technical specifications, streamlining the production of deliverables, and preparing technical reports and proposals.
You will ensure that technical adherence and quality assurance standards are met by managing the design team and providing them with guidance and supervision on all civil engineering deliverables. You will liaise directly with the Project Manager, Design Manager, and Client to provide regular project updates and prepare technically sound and well-written proposals and reports.
As the ideal applicant you will have:
+ A Bachelor's degree in Civil Engineering (or equivalent).
+ CPEng preferred.
+ Extensive experience working within an engineering consulting environment.
+ Experience working in a broad range of infrastructure projects within a multi-disciplinary environment.
+ Previous experience in Civil Infrastructure for projects in one or more of the defence, building civil, and transport sectors is essential in the role.
+ Excellent written and verbal communication skills.
+ Familiarity with relevant standards and design guidelines to the civil engineering discipline.
+ The ability to obtain chartership within a reasonable agreed time frame.
+ Practical knowledge and commitment to Health and Safety.
+ Australian Citizenship and the ability to obtain and maintain a defence security clearance.

**Day to day tasks may involve:**

+ Provide mentorship and technical support to junior geotechnical engineers and assist the Team Leader with developing the technical capability and capacity of the team. Assist the Team Leader to ensure technical excellence and sound delivery of all project related work.
+ Lead project coordination meetings with internal team members and/or external consultants, owner and contractor, sub-contractors, and vendors.
+ Apply advanced knowledge of current principles and practices of geotechnical engineering and keeps informed of new methods and developments.
**Qualifications**
**To be successful for this role you'll need to:**
+ Bachelor's degree in Geology or Geotechnical Engineering.
+ Ideally have 10 years of experience in a similar capacity with professional registration.
+ Engineer of record on own work product, work of non-licensed engineers and technologist (i.e. Sign PS1s for own work and work supervised).
+ Strong written and verbal communication skills. Well-developed interpersonal skills to develop, maintain and enhance internal and client relationships.
+ Proven experience in time management and organisational skills including the ability to manage resources and delegate tasks effectively.
+ Attitude of taking initiative, enthusiasm, and eagerness to learn.

# Project Overview:
The Australian Government is planning to develop a consolidated Commonwealth-owned defense precinct in Henderson, Western Australia, as part of its commitment to the AUKUS program and also to deliver continuous naval shipbuilding. The precinct will enhance Australia's self-reliance by constructing and sustaining larger and more complex surface fleet vessels. Additionally the precinct will provide contingency docking capability and depot-level maintenance for nuclear-powered submarines. Establishment of Henderson Defense Precinct will be undertaken through a phased approach over more than a decade. Initial works planned for 2025 2026 include preparation of a high-level master plan that provides an initial layout, covering current and future development and growth that will need to occur to establish the full precinct. Combined with environmental studies and site investigations, this work will enable subsequent activities including preliminary and detailed design, and eventual construction of the precinct.
# Job Summary:
In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.
# Major Responsibilities:
+ Undertakes cost recording, monitoring, and reporting practices for compliance with applicable standards.
+ Undertakes the timely performance of cost control activities. Responsible for the development and accuracy of cost engineering reports for the project.
+ Verifies consistency with previous reports to ensure compatibility.
+ Responsible for issuing reports required by Delivery Partner management and project procedures.
+ Contributes to the monthly progress and cost reports including status of budgets, commitment, incurred costs, explanation of significant movements.
+ Performs cost data analysis, identifies problems, and makes recommendations to the Manager.
+ Reviews and provides comment and analysis on Contractor weekly and monthly report submissions.
+ Along with the project team identifies ways to mitigate project risk.
+ Assesses the uncertainties associated with productivity, material pricing, wage rates and quantity variation. Participates in employee performance reviews and career counselling.

+ Maintains liaison within global business unit to coordinate work processes, and procedures.

# Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
# Required Knowledge and Skills:
+ Bechtel experience on Major Construction project required.
+ Experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis, in the field and the home office.
+ Knowledge in supervision, personnel administration, and training of technical and non-technical personnel.
+ Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products.
+ Skilled in oral and written communication.
+ Must have the right to work in Australia without sponsorship. Must be able to obtain a security clearance. (requirement is to be an Australian National or have obtained full Australian residency)
+ Must be willing to move to Perth. Airport experience is preferred - Terminal works highly regarded.
